Overload Light Coming on 4000 G channel

Sounds to me like you are not getting the computer send or return for the cut function on that channel strip.
Make sure there is continuity between Upper Bus card edge connector pin 28 to VCA 13 card pin 17 and
UBC pin 29 and 13 card pin20.
( The manual says or S21E p20 and p16 for TR only what ever that means....)

I tracked it down further and it looks like there is a problem with the logic card.  I put in a working logic card and everything works fine.  On the logic card on pin 6 I get 0 and +18 when I toggle the RC4 cut switch.  That is what is it supposed to be.  On pin 27 which send the cut signal to the Channel Amplifier card, I don't get a change of state. It is alway saying it is on.  It is always just 12.6 and never got to 17 or above to trigger the mute off.

I tried to isolate some of the IC chips and change them out from a working card, but no luck.

Can you point in the direction of some logic cards in the US?  Who has a stock of those puppies. I see one ebay, but for more than $50.

Yea they pop up on Ebay nobody ever buys alot of these cards. The usually list of resellers or reach out on gearslutz someone has to have a spare sitting in a drawer.

as i'm sure you know, you can't use e logic cards in a g.

g cards are unfortunately a lot more likely to fail, and they hate when you hot plug the channel back in (usually not a problem on e channels)
in my experience it's mainly transistors that fail. the g doesn't use j112s anymore, and bc212 are becoming quite hard to get.

logic faults are the most annoying things to fix (right after ultimation faders)

I found that it was a combination of a bad logic card and a bad multiplexer. I put in a new logic card and most of it worked and I was getting singal to the L/R mix, the problem was the VCA was full on.  I have TR on the console so there was a problem with the return from the computer causing the VCA to stay wide open. Needless to say, I need a couple of logic cards and a multiplex card.
