The way I have found to work with these is always to have two people. One gets under the console and pushes up on the unit, the person on top then pulls the module up.
Repeat in reverse to put it down.

I have 2 SSL 4K consoles, that the 651"s have no rails. I just remove them by pulling them up and flipping them on the right side of the console on top of a pillow. I have another SSL 4K (one of the oldest SSL's in North America) and it's 651 rails work fine so far.

I have to agree with Dave. I dont have any rails on my 651 and its easy to just pull it out and lay it on either side.
