VCA to Monitors Not Working

The status buses are on ribbon S3

I get the correct voltage on Pin 3 of the ribbon going down to the motherboard. After the motherboard the voltage goes down to 3.0V to each channel on Pin 57 of the Upper Bus.  My console has the VCA Inhibit Mod. Do you think this has something to do with it?

I'd maybe pull the links between buckets, make sure none of the modules are puling this voltage down. I never saw a VCA to Mon inhibit, but would love to know more about that mod.

My console has a "VCA to Mon Inhibit" which can be activated for the right hand side of the console to split the modes between left and right side (from centre section).

Hey Guy's, was at Jim's place today, and he kindly gave me a folder of schematics for all the extra G mods/enhancements, including this one (I think)
